LMRFD Going Dark? Why Did We Pay Flynn?

What happened to Mr Flynn fixing our money problems? It looks like he got paid thousands of dollars a month to fix the districts money problems, and did nothing but take our money.

Why didn't the LMRFD just go dark and not hire Mr Flynn if this was going to be his plan. I remember Mr Flynn telling us he would be there to help until the LMRFD was back on it's feet.

Since he didn't do what he was hired to do, we need to get our money back. That would solve some of our problems.
